System: XP Home Problems: My sound icon is not visable ...

System: XP Home
Problems: My sound icon is not visable upon a restart. I have made the proper selection in the control panel but must uncheck, apply, check apply for it to appear. Always happens.
Problem 2: Right clicking on taskbar (quick launch icons) and moving by "send to" will lock up machine. I have turned off ALL non-microsoft content menus and it still happens.
