Wireless internet

In order for a palm/pda/pocket pc to be able to have wireless internet in which i can browse the internet everywhere what does it need to have? Wifi, bluetooth, 802.11e- all of these, or only one of these? (I would want to be able to use the internet almost anywhere in Israel on the handheld device). Thank-you very much for your time.
