You probably don't need VPN tunnels and ISAKMP. If you needed it, you would know, you would say "oh, I use a VPN, I don't want to disable that". The brief description of a VPN is a secure way to connect to a server - it is usually used by an employee at home or on the road to connect to a server back at a main office. If you do that from home then you would need to keep this port open. If you don't do that, close the port. If you close the port and something stops working, then that thing probably used the VPN port. Just make notes on how you disabled the VPN port in case you need to reenable later.
