how do i tell if a cd blank is blank and usable

i have some blank cd discs . how do i tell if i can record on them

You can hold them up to the light and move it back and forth a little -- burned cd's will have a noticeable area that will be different from the blank area.

Just because a CD has no area doesn't mean that it is a truly blank CD - you will eventually just have to try using it to burn and if the CD is not usuable you will get an error.
