Dell M782 Monitor Problem

Hi! I have a Dell M782 Monitor and when I turn it on the power light blinks green and you hear a clicking noise, almost like its trying to come on but, it doesn't. I also smelled it burning something, but no smoke is coming out. Please tell me what it is and how to fix it.
