Outlook express has a site to get animated characters for your email. I think it is called Gif. How do I find it and apply said characters?

Here are the instructions on how to add these into your emails

first start to write an e-mail, then go to the "Insert" menu and select "Picture." Then by "Picture Source," click on the "Browse" button. Find your desktop and the animation you wish to insert. Repeat for each image or animation you wish to add.

I am unable to find the 'animations' as you suggest. After clicking on the 'Browse' button you say 'find your desktop' and find the animation. No animations appear on the 'desktop". What step am I missing?
