I'm sorry to hear you're having problems, and I apologize the length of time it took me to get back to you.
In regards to your other email addresses being able to receive information, but not being able to send information, it sounds a lot like you haven not properly configured the accounts' outgoing email server.
To do so in Outlook 2003, you can follow the information on
this page. Replace the necessary information in the walkthrough to match the details of your account. Remember that instead of creating a new account, you're wanting to manage your existing ones. Or you can remove the ones you have in there and create them from scratch using the aforementioned tutorial.
