How to produce the image for the navigation bar in dreamweaver?

Use macromedia fireworks:

http://www.macromedia.com

It is a graphics program that will allow you to create images for your website navbar.

Once you create the entire NavBar then cut it into the desired size images, which you will place in the different fields of your navbar table in dreamweaver.
