Outlook 2003 and exchange 2003 contacts question

I am using exchange 2003 as my mail server and outlook 2003, when in outlook and creating a new email when I choose to button I do not see all my contacts, I can have to go into contacts and copy and paste to get them. How can I make them all show up from the to button selection in outlook?
