Can you please help me to get my desktop icons, programs and compute

My laptop has been acting funny the past few days. Everytime I would turn on my computer, it would load the Dell screen, then the Windows xp profissional would load. (This is the normal start up for my computer.) Then I would see my background, however, i dont see any icons, the start menu, and the windows task manager will not come up when i ctrl, alt, dlt. Nothing works, its just the background that I can see. The mouse is present but I cant do anything, no right click or left click. Can you please help me to fix this problem and get my desktop icons, programs and computer in general to run again?
